- I create a new file first, color the backgroud to black. I doesn't paint on anther new layer, because painting on the backgroud layer is convenient to show the effect. Then I paint withBrush Tool
.

- Paint several lines freely on the canvas.

- Go to Filter> Blur> Gaussian Blur.

- Adjust the Radius to 8.5, click OK to blur the lines.

- Use Smudge Tool
to smudge several times.

- Go to Filter> Distort> Wave.

- Drag the sliders to the fit values, I adjust my values as the image shown below, click OK to confirm.

- Go to Edit> Fade Wave.

- Change Opacity to about 50%.

- Do step 6 and 7 again, I keep using the same value.
